What's the best virtualization software that can address our VDI needs. We are by the way an educational institution and I'm not sure whether to go with Citrix or Vmware server.

Both Citrix and VMware have special pricing for educational institutions.  For VMware, check this out:

Each has its own discounts for academic users.

Although you did not mention it as one of your options, have you taken a look at Virtualbox (https://www.virtualbox.org).  Virtualbox is free for personal, educational and evaluation use.  It is easy to setup and runs a multitude of operating systems from Linux to Windows to Mac OS as well as some other less popular operating systems.  The easy and intuitive interface and free price make it perfect for people and institutions who are on a tight budget.  You can use the money that you save for other uses in the school.
