You can run an auto update to your Windows. It will automatically will recognize your location, language and time. You will can choose what you will download and install. To run an auto update to your windows follow the next steps:
Go to "Control Panel" => open Windows Security Center => open Automatic Updates and Check "Download updates for me but let me choose when to install them." Now you will be able to install what you need.
To buy the Vietnamese Language Pack  you must access the official Microsoft website.
