Unable to change window 7’s display language?
Follow those instructions:
1. Click Start button & Open Regional and Language Options, then click on Control Panel, click Clock, Language, and Region, and then click Regional and Language Options.
2. Click the Keyboards and Languages tab.
3. Under Display language, choose a language from the list, and then click OK.
If you don't see the list of display languages, you need to install additional language files first.
Mind it, You can install additional display languages in Windows 7 Ultimate and Windows 7 Enterprise only.
To download and install additional language follow these steps:
1. Start Microsoft Update. To do this, click Start, type Microsoft Update in the Start Search box, and then click Microsoft Update in the Programs list.
2. Click the optional update links for the language packs.
3. Under the Windows 7 Language Packs category, select the desired language pack.

Unable to change window 7’s display language?
You can do this in two ways.
Solution 1:
You need a Language Pack installed first in your computer before you can do this setup. Go to control the panel and then click on the Regional Settings. Choose Keyboards and Language tab. You can see that there is a setup there for english. But not all windows 7 operating system can do this. You have to be using Enterprise or Ultimate Edition to do this.
Solution 2:
You can simply format it and use the English for language on the language selection menu during the installation of the operating system. Then just smoothly follow the instruction and you will be fine. Remember to backup your files first.
