When running the application in Windows server which is associated with the port 808 says that the TCP error code 10061 cannot connect to the internet because the target machine actively refused it. Please give me some ways to get rid of this issue I am trying this for many days?

One of the main reasons is the firewall settings, you should add your application as the exception and the name of your port in firewall settings. Try to disable firewall settings and then connecting to the network it will surely work and will remove the TCP error code 10061 but this is not advisable adding it as an exception is recommended rather disabling
