Hi David,

Streaming TV from your TV card seems to be possible using VLC media player. Here's a short version of how to do so:

Select File -> Open Capture Device.
Under Video hit Refresh list and select your Capture Card.
Under Audio hit Refresh list and select your Audio Card.
Select Stream Output to Windows Media Player (or your preferred program)
Select MMSH under Output Method.
Note the port, you can change it if you like.
Select ASF as Encapsulation method
Set the video codec to WMV2 and set the bitrate to your desired value.
Set the audio codec to MP3 and set the bitrate to your desired value.(increasing bitrate increase audio/video quality, but requires faster internet connection)
Hit OK to start the video stream.
