Why webcam turns on independent from anyone else? Do I have a spyware that turn on my webcam?
My laptops webcam turns on independent from anyone else. this situation unequivocally began a few days in the past, soon after that i didn't have any situations. i don't know what's wrong! am i being looked at???

You did not specified what kind of computer do you have. There are multiple solutions for this kind of problem. You are correct that one type of problem might be a spyware or malware. But lets go step by step.
1. First if you are owner of a PC then problem might be that the drivers of yours webcam are not fully compatible with your OS. Solution is simply follow this procedure:  Go to -> device manager ( computer -> right click -> properties -> device manger -> continue -> universal serial bus -> check each displayed items properties to check on which port does it shows your webcam installed and then uncheck the option of turn off device to save power..
2. Second solution is to try uninstall and then reinstall the webcam drivers. This step i recommend if the previous procedure is complicated to you.
3. And last for your suspicion on spyware. Please check that your antivirus software is up to date and the firewall is turned on. For scanning the computer for spyware is used any spyware software like Spybot: search and destroy or Spyware doctor. you can find it on Google and they have free versions that can do the needed scans.
