The user not being able to hear the ring while placing the call is categorized as a software problem. There are not many solutions to it but we can try the one that is known to us and has worked for many affected users. One solution to this is manipulating the sound and vibration settings.
If you are using your device on Silent or Vibrate mode, you are likely to face this. You can simply turn on the sound mode and see if the issue is resolved. You can also switch on and switch off the battery saver mode to see if you have successfully resolved the issue. If none of these work, the last option is to wait for a stable update from the Android itself.
