Outsourcing is cost-effective. But am not sure which one is the best, it depends upon the skills of the professional. Look for their reviews and do series of interviews etc. The following jobs providers are the best in their own set of criteria. I listed 5 largest marketplaces online randomly. Do not interpret as by ranking.

One good place to find the right person to hire as your technical team leader is http://www.ceweekly.wa.com/. This site specializes in IT field and preferred those candidates who have strong background in Engineering, Computer Science, and other technical disciplines. Once you subscribe to them, resumes of qualified candidates will be sent to you for your assessment.
Another good place to get skilled technical people is www.odesk.com. It is a free site where you can post jobs and job seeker will apply to you.

After launching Upwork, the oDesk platform was upgraded and rebranded and they announced that the Elance platform would be phased out within a couple of years.
