Yes, You can download the Hebrew language service pack on your Nokia C7 gadget. There are quite a few apps are available to download as per your convenience. You need to go to Nokia App store search and download or check the OVI store. Now, I am sending you a link from where you can download the app, Phone needed to connect to the computer via cable. Or it will download on your computer first then, You can transfer it to you phone via cable.

Though I have tried to Google, watched few videos, and have asked other experts to give a solution for your problem, unfortunately none of them are successful. Since you are a Nokia user, I suggest that you upgrade from Nokia C7 to Nokia E7. It'll surely work then.
