Microsoft has already released the windows RT for thin light PCs (laptops) and notebooks. You can easily buy windows RT at retail stores. 

These windows are for PCs like ASUS VivoTab RT, Dell XPS 10 and few more.

Features are:

The Windows RT operating system is a variant of Microsoft Windows 8 platform that is intended for mobile devices which make use of 32-bit ARMv7 or ARM architecture. Microsoft aimed for devices with Windows RT to get the benefit of the design’s power efficiency which will permit for an extended battery life.

Though Windows RT acquires the functionality and looks of Windows 8, it comprises a number of limitations. One of which is its being incompatible with programs that are designed for older Microsoft Windows editions. To make it simple, it doesn’t support backward compatibility unlike in Microsoft Office products which can open files created in older versions.
