The full version of the Hi-Tech compiler can't be found online for free, indeed. But what you can find online is the Lite version, that is free and you also have technical support available for it.
Unfortunately, it remains available only for 45 days after you download it and it only has some partial optimization features in what concerns the Omniscient Code Generation optimizations.
You can download it from the Microchip website, but only after you create an user account on their website. Choose whatever version suits your operating system. From there you can also download an User Guide to get to know all its features.
If you're happy enough with this software as to buy it, you can buy a cheaper version, the Standard one, for 495$ from the site mentioned above.
Also, if you decide to buy it for good, you can have the PRO version, for 1195$, that offers you a High Priority Access to technical support and thus you can fully benefit from this program's features.
