To fix the problem you are having, follow the given steps-
- Download the offline update file from the link

- Extract the zip files and then you need to use NTFS formatted completely empty USB flash drive to copy it
- Turn your Xbox off and then power it on with the USB drive inserted
- Hold bind and eject button and then press power button while doing that
- After hearing two consecutive power up tones, leave the buttons
Your console will turn on after the update is complete and your error will be completely fixed.
