Please follow the following steps if you are facing this issue with windows vista. These steps are only Vista.

First uninstall Photo Explosion 3.0

Secondly reinstall Photo Explosion 3.0

Now restart the system.

Please download the update in vista for Photo Explosion 3.0 using the following link:
Deluxe:
Photoshop Explosion Patch
Regular:
Photoshop Explosion pack

The updates should be saved in an easily accessible location like desktop.

Once the download is complete and the updates is saved, double click to install.
Please make sure that do not run the Photo Explosion until you have restarted your system
