Is it possible to synchronize iPhone on two Operating System?

I’m just wondering if it could be possible to use this iPhone 4s at the same time using two different OS?

No it is not possible to use iPhone 4s in two different operating systems at the system there will be conflict on your iPhone 4s. Iphone 4s operating system is the Apple is 5 operating systems on which they says have 200 new features compared with the previous operating system of the iPhone.

On the new operating system of iPhone 4s, the A5 processor and iOS 5 work together to support many subsystems of the device, such as the data processing for the camera, browsing the internet through safari, having a voice assistant named Siri, and other cellular communication.

Why would you want to have two operating system for your iPhone 4s when it is almost perfect that all the stuff you need or the applications (apps) is already available in apples store you just need to buy and download the free apps.
