I just had Windows XP installed and also done a fresh install of iTunes. When I docked my iPod into iTunes to sync my music files to my computer, I received this error:

Here is a solution for you.
1. Exit iTunes.
2. Click on Start menu and type computer management on the search bar.
3. Click Device Manager
4. Double-click Universal Serial Bus Controller
5. Right click on any item labeled USB 2,0, "enhanced", or "high speed", and from the shortcut menu, click DISABLE.
6. Reboot your computer.
7. Open iTunes.
8. Restore your iPod.
Make sure you are not using a laptop since you will need a mouse and a keyboard to do this. This may completely disable USB access.

The error is caused by the old files that your iPod is looking for. You mentioned that your computer has been rebuilt so this will cause the old files to disappear.
To solve this issue:
