I'm using windows 7 ultimate, when I set it to slideshow mode it doesn't change.

To change your desktop background to slideshow. Right click on your desktop and select the option of properties. Then go to desktop background and select the background or change to your picture from the option and select the location where you have saved your picture.
Now click on ok apply setting adjust the time for your preview and also time to change the picture after how many time interval. Then select the option of turn to slideshow when the computer if idle for how many time or the computer is going to sleep mode then apply setting click ok.
That's it you have change your setting to slideshow.

hi Tearhere,
what is the version of windows that you are using?
when you select slide show just go to background and check the time that you have set to change wallpaper there is a area word that saying change background picture every and immediately below to that word you will find a drop down button and from it select the time you want.
If you want to change background picture all the time just select 10 seconds and you will find check box down next to it that says " when using the battery power,pause the slide show to save the power" by default the checkbox clicked. you can unstick it if you want. this option is valid to laptop in a desktop computer we always use direct power to start the computer.

win 7 ultimate is almost most powerful win 7 operating system and almost all the features are active. just try as I said.
if it is not possible ,just let me know.

At Anaka, I've already tried your method, I changed the time to 10 seconds, I've already tried your methods before and It doesn't work.
