IBM won $300 for its supercomputers, why?

I heard that IBM has won a $300 million supercomputing contract with the U.S. Department of Energy. It is also said that the peak performance of the IBM supercomputers will be powered by IBM’s Open POWER CPUs and NVIDIA GPUs and be five times faster than the current-generation Titan supercomputer. Can anyone provide more details on this please?

IBM has won a $300 million supercomputing contract with the U.S. Department of Energy. Yes it has peak performance that will be powered by IBM's Open Power CPUs and NVIDIA GPUs and be five times faster, and hundred petaflops in excess and justified with five more petabytes of memory. It has the ability of transferring data to 17 ore more petabytes in one second like moving billion photos from FB.
