First, check if your computer meets the necessary requirements for Lotus Notes 9. For Windows, the supported operating systems are Windows XP Professional Service Pack 3 x86 only, Windows 7 [Enterprise or Professional], and Windows 8 [Enterprise or Professional] both x86 and x64. If your operating system is supported but you still get the error, try reinstalling it.

For Mac, it supports Mac OS X 10.7 Lion and 10.8 Mountain Lion. For Linux, it supports Red Hat Enterprise Linux Client 6 x86 and x64, Ubuntu 10.04 LTS x86, and Ubuntu 12.04 LTS x86. Uninstall Lotus Notes then click Start, All Programs, Accessories, System Tools, and then select Disk Cleanup. Select drive C and then click OK. Check “Setup log” and “Temporary files”, click OK, and then click Delete Files.

Restart your computer and then install Lotus Notes back. Try it again and see if it works. If the problem continues, try starting Lotus Notes as administrator. If nothing seems to work, try updating your operating system to the latest Service Pack. For Microsoft Windows 7, the latest Service Pack is Service Pack 1.
