I’ve been installing Microsoft Windows multiple times and I’ve never encountered an instance where it prompts me to install Microsoft .NET Framework. Microsoft .NET Framework is normally required by applications that were built and developed using .NET Framework.

Microsoft Windows is an operating system and not an ordinary application built under .NET Framework. If an application prompts you that .NET Framework is missing from your computer that means you need to install it because the program requires it.
