SFTP cannot be set up alone in Windows xp but you need a software to do so.
You may use Filezilla or WinScp software to set up SFTP connection to your hosting site. But I would recommend using FileZilla since they are faster and more trusted.
You can get some tutorials and can download FileZilla.
