I will recommend you that you should go for some freelancing. If your requirements are dynamic I think build up sql utilities will not solve the issue. If you will go for any free lance it will cost you around 100$ but you will own that utility and you can make changes if some new requirements are there. If this is not the case than you can use any sql utility and it will also cost you 100$ plus.
