How to make the file to a minimum size ?

I have a file which is about 12.6MB but I need it to be lower than 3mb.

Is there any software or something?

Dear Taashi,

You can keep your  file size minimum.

But I am little bit afraid to suggest you the way of keeping your file size minimum because you have not mentioned what is the file format that you want to keep minimum size.

There are some different method for reducing file size for different method.

And a file may be of different sizes when it is on different format.
