Hello,

You didn’t mention in which language you are making your website. So I will give you two solutions, for html and php. If your site is html you can use this site where is describe simple page that sends email. And if you are working with PHP go to see how to make simple form to email. You can use both for your customer complaint format or if you are not looking for that, they will give you an idea how to do it.
