How do I form a clickable calendar PHP where users can click events added by another user? 

I'm hoping that the calendar could also be exported iCal. 

Do I need MySQL for this?

After researching I found Eventer that is PHP jQuery Interactive Events Calendar.

You can download from this website: It have light and dark color options, interactive interface, unlimited events, repeat events and many more things.

Also,you will get the source code for Eventer. I don’t know is this what you are looking for but you look at, maybe you will get some idea.
