How to display animated gif on iPad?
I want to set it up as background image, wallpaper or screensavers in my iPad.
I am not familiar with the settings and configuration of iPad so please help and guide me along the process.
Your step by step instruction will help me a lot.

Here are the steps on how to make it:

Go to Cydia

Click on the Search tab and search "vwallpaper"

Touch vwallpaper by skrew. Then, install it. (It include the installation of SkrewCommon which is also needed)

Go to Springboard > vwallpaper

Then go to Video Wallpaper and enable video.

Lastly, go to Select Video. Choose a video as wallpaper. The, go back to your springboard, and that's it! If you want more video, in the wallpaper section, press 'Download Videos'.
