Looking for the best Islamic fonts can be done easily by our friend Google. Anyway, I can give you great links for Islamic or Arabic fonts available for download. It is much better if you solely choose from them, then having something being referred since it might not quite suit what you are planning to make. Here are the links:

You need to download the font form the font’s website then install it as a plug-in to the Photoshop and you will be able to type Arabic with in Photoshop. It is necessary that you are using the Middle East version of the software for such a purpose.
