How can I lock all computer downloads on my PC?

This might sound crazy, but I have this kid whom I have given access to my computer. I keep clean stuff so no worries with morality. However, every time I get back to use the computer, I find that the kid has downloaded too much stuff. Is there a way to lock computer downloads without interfering with the Windows and Anti Virus updates?

Dear Petrusic Parisi,

Settings Lock is a software which will help you with that special purpose.

• Your kid will not be allowed to do any downloading as that software locked your internet settings by using the given 'internet options' of it.
• You can lock the download options without interfering with the Windows and Anti Virus updates by keeping enable 'automatic update' options for both of them.
