I have pulled a Windows 2008 server into Windows 2003 server domain. When I attempted to promote the server to a Domain Controller, I got this error message. Error: The processing of Group Policy failed. Windows could not authenticate to the Active Directory service on a domain controller. (ldap bind function call failed). Look in the details tab for error code and description. The Error Code I got was 82 / Local Error. The Event ID is 1006. Please help with this problem.

This problem is because the Ms DS-Key Version Number property from the user object KRBTGT increased with restoration. To solve the problem, you will need to download a hotfix and apply it to the Windows 2003-based domain controllers. The hotfix will

• Stop the problem from occurring before you have performed an authoritative restoration.

• Fix the problem after the restoration has been effected.

The hotfix is made available by Microsoft. You can visit https://support.microsoft.com/en-us/help/939820/events-1925–1006–1645–1055–40961-on-a-windows-server-2008-based-do or contact Microsoft Customer Service and Support to get the hotfix. You must have Windows Server 2003 Service Pack 2 for the hotfix to work.
