I can not find the google usb driver package in SDK manager. It is supposed to be located under extras but after it was done fetching there was nothing there. While updates and installed are both checked.

You have to ensure that the Android SDK Manager is updated. Since the SDK Manager is up-to-date based from your concern, you have to run it as an administrator. You just have to right-click on the software icon or shortcut and then select Run as Administrator.
It would show the Google USB Driver Package after expanding Extras after opening Android SDK Manager as administrator. It is very mandatory since the method you are going to use needs administrator privileges.
