I happen to have searched and saw this Google diagram tools over the web from Google developers.

One thing I would want to ask is if it is free?

Yes, there is a forum but the topic there is too broad for someone like me, a beginner, to browse in. So does anyone here know about something about my question.

Is Google diagram tools free of use for users?

Google Diagram tools, or more commonly known as Google Chart API, is free to use.

It was originally intended to support rapid embedding of charts within Google’s applications. Google decided to share it to web developers for free. In this way, web developers can easily create charts and upload it to their websites. It supports a wide selection of chart types that you can use for your website.
