Google currently supports up to 57 official languages vice versa such as the following.

For Filipino to Hebrew translation it is included to the available supported languages so yes Google can translate it.

The Google Current app has been launched internationally with the dynamic sync and the auto-translation feature in any country that has access to Google Play or App Store Markets. This app has a built-in translation feature for local users and publishers so that they can add content via Google Current Producer. Also the user can choose the language whether to use the local language or an international one by enabling the automatic translation using Google's services.
