Fluctuation of voltage and purchase of UPS

Recently I have been facing intermittent fluctuation in the voltage in my house. Given that I have already experienced an event where my power supply was blasted with the change in voltage, I am considering to buy a UPS. Is that a good idea? Can anyone recommend me the best UPS out there?
