This error popup when there is some error in registry sub key during installation.
There are two methods given below. You can try them:

1. Method 1:
a. Set permission to EVERYONE in registry sub keys.

2. By disabling third-party apps

a. Right click on ‘Web Root Spy sweeper.’

b. Left-click the Shut Down option.

c. Clicks retry.

d. After completion, restart the computer and enable Sky sweeper.

That error is an obvious permission error. This happens when you install an application using a non-administrator account. In Microsoft Windows, users with limited user accounts can still install applications but basic applications only. The applications they can install are the ones that will not require creating entries into the registry.

There are applications and games that when you install will only copy the program into the “Program Files” folder and creates a shortcut on the desktop. But if the application you wish to install will require writing to the registry, you will need an administrator account to install it. One example of application that requires administrator privileges is the Microsoft Office suite.

This software can’t be installed using an ordinary limited account. To fix the problem, log in to your computer using an administrator account then restart the installation. If you don’t have an administrator account, ask the administrator to install the program for you.
