I happen to have win server 2003. I think it's because of some spyware, wscript.exe is blocked.

Here is a solution for you. What you need to do is just to follow these steps.
1. Click on start button. Select Run and type regedit.
2. It will open registry editor. Now go to the following path by expanding the (+) sign.
My ComputerHKEY_CLASSES_ROOT*Shell
3. Here you have make a new key under Shell with name shortpath.
4. Now click on that new key. On the right side you can see Default named value, right click on it and edit it.
5. You have to right "Get Short Path for this".
6. After this you have to make a sub-key with name "Command" under shortpath.
7. Here again on the right side you can see Default. Edit it by pressing right click on it.
8. In the Value Data, type D:Utilsmyscriptslongtoshort.vbs" "%1 (You have to change the path according your installation).
Close the registry and you are done.

1) Identify the program that can be able to open the file
2) Check your personal computer for invalid registry and other speed issues

You may also download the following vbsfix.zip. Save in the desktop. Unzip the archive folder and store the file in this folder.
When you are using windows XP click vbsfix_xp.reg to run it
When using Windows Vista click vbsfix_vista.reg to run it
Click yes for confirmation
