Error Code 23 on Connecting Nike+ FuelBand

I have Nike+ Connect installed on my computer. I am trying to connect Nike+ FuelBand into it but it is showing error 23. I tried to uninstall Nike+ Connect and then reinstall it back, but it still cannot recognize my FuelBand. How can I fix this issue? The error message is attached below:

Nike+ Connect is having trouble recognizing your Nike+ FuelBand. Please click 'Get Help' below for simple troubleshooting tips. Code 23.

Error Code 23 on Connecting Nike+ FuelBand

Click the Report button on the error message so you can send a report to Nikeplus support. But you will not get any individual response if you send a report, it will just serve and will be used for research and improvements. Then click the OK button to close the error message and then follow the steps below:

1. Connect your device to the USB port and do a factory reset. After resetting, do not log in to your Nikeplus account or do anything even if you are prompted to do it.

2. Disconnect and connect your device again.

3. Perform an update on your device once prompted and then go to Nikeplus.com and log in to your Nikeplus account. Shake your Fuelband to produce a little NikeFuel. And then plug the device again and upload the NikeFuel you've just produced. If it syncs then the error 23 is already resolved.
