I am getting an error on Steam and I am unable to connect. The error I am receiving is, "Failed to load web page (unknown error) -118". I tried to reinstall Steam but it still failed. This is happening for over 5 days now. How can I be able to fix this? Any help?

Ensure that your proxy settings are properly configured in IE. You will most likely receive a connectivity issue if this settings are misconfigured since Steam uses IE proxy settings. Check on your Firewall if gameoverlayui.exe is allowed. You may also try clearing your cache and run your antivirus to ensure that this is not a virus thing. Also, sometimes this is because of Steam's servers are down due to heavy  traffic or their server is over loaded. Especially when Steam is offering discounts and other promotions such as when they are having a sale on their products, the servers will be loaded with too many users and as a result, you cannot connect into it.

Also, check if your ISP is not blocking or your router. Or if you are using a modem and a router, try connecting your modem directly to your computer. If it works, then the issue might be on some ports on the router that are not properly configured. Try to reset your router and see if it can fix the issue.

But if none works and since you are encountering this issue for some time now, you may consider sending a report to the Steam Support and let them know that you are constantly receiving an error and you cannot access Steam.
