I think of building a new gaming PC as my friends suggest. It is cheap and I prefer it. But the problem is that I am having a hard time choosing the best parts under my budget. Example, if I want to buy a processor then it's written Dual Cored, Quad Cored, i5, i7 and others of AMD and INTEL . I do know nothing about them and I am seriously in need of help.

The requirements of recent games are very high, so you need to build a PC which maintains the minimum requirements in order to play them. For minimum requirements (I guess your budget is average), you need a quad-core processor (at least 2.5GHz) or higher, Graphics Card: ATI Radeon R7 260X v2 or NVIDIA GeForce GTX 750, RAM: 4GB (8GB recommended). It is minimum requirement, if you can go higher, that'll be better.
