Hello there,
I have encountered a problem like that when i got infected by a virus. It corrupts all my program including may visual C++. so my suggestion for you is check if you are infected by a virus or not. If not the solution for this pop up message is. go to run command > type msconfig > look for services tab > check the hide all Microsoft services > then disable all > and restart your computer. after rebooting hopefully will solve your problem.

To resolve that issue, you will need to do a clean boot as follows:

On your computer click Start, and then type "MSCONFIG" without the quotations in the Search Bar.

After that press "Enter" in order to start the System Configuration Utility.

Next click the "Services" tab, and then check the "Hide All Microsoft Services" box

After that click "Disable All" .

You will need to click the "Startup" tab, and after that click "Disable All" and then click "OK".

Lastly you will need to restart the computer and test the issue.
