Chromebook and the elderly: do they match?

My parents are quite old, but try to remain tech savvy. Their old desktop computer will be retired soon. I was thinking of replacing it with a Chromebook, because they only use it to surf the internet anyway. Would it be a good choice?
Is the Chromebook significantly different from a regular Windows OS? Does it require a lot of adjusting? Can senior citizens who only use the computer to read the news, Skype and little else, learn how to use it?
