Why can’t I watch Youtube on Safari on my iPad? When I click a video, it will load but then says failed. Why is this happening?

This problem really happens and is caused sometimes by the browser you are using to watch the online video. That’s the reason why installing different web browsers on your device helps to have an alternative if you happen to encounter a problem with one web browser. I haven’t used Safari yet even with the PC version but here are some of the possible solutions.
Try emptying the cache of Safari or maybe reset it. Check if java and java plug-ins are enabled in your browser by going to Preferences then Security. You may also try using different web browsers like Google Chrome or Mozilla Firefox where some users reported that streaming videos are working well on these browsers. These browsers use Adobe Flash Player so if you don’t have this yet on your device, you better install it for the browser to work.
