Certain high profile and complicated games, mostly AAA titles use api ms win service winsvc l1 2 0 dll to access certain APIs on Windows. The file you are missing is a DLL file. These are shared files used by Windows to run the programs installed on your computer correctly.

Errors related to DLL files occur due to incomplete installations of programs, or due to missing or corrupt files. To remove this error, what you need to do is download the missing dll file from the internet and then place it in the required folder. Restart your computer and the problem should be gone. If this does not work for you, you need to repair your installation of the game or reinstall it from scratch.
