When the New IPhone 5 comes out it's suppose to have some features on it that will allow your IPhone to share information . Is this feature built in or do we need to purchase and app that allows this.

I don't know which type of information are you talking about and through what media to share that information. I'm presuming general information like: contact info, pictures. You can share these with a simple app on the AppStore, named Bump. You can share these iPhone to iPhone or iPhone to PC (only pictures) over Bluetooth or WiFi (PC sharing).
However if you need to transfer other files that aren't supported you'll need to get a file manager app from the AppStore in order for it to recognize the different file extensions you might want to have shared. This can only be shared with the PC. Apple limits what kind of data you can receive over Bluetooth on the iPhone.
All that I've mentioned above can be done with any iPhone available today.
If you're talking about the NFC (Near Field Communication) rumor, that Apple is supposed to abide by the rules of Android Phones and have this chip installed, then I can't say for sure because nobody know exact facts. It's just a rumor. If the new iPhone will truly have NFC, Apple might release a default app or service in order to share information with other iPhones, but they will most likely limit it as they did with Bluetooth. Once this technology will be embedded into the iPhone developers might make use of it and create their own apps to make it easier to share via NFC.
Though, the main purpose of NFC won't be this. It will be to let people pay with their iPhone instead of their credit card. That's the bigger feature that we're going to get with the availability of this technology on the next generation iPhone.

If you're talking about sharing songs and pictures to other phone brands just like the bluetooth function in Android phones, then the answer is unfortunately a no.Â
