Can I change Amd ati gaming presets?

I have a gaming laptop with Quad Core i7, 4 GB DDR3 RAM, 1 TB HDD and AMD Radeon HD 6970 graphics card with DirectX11.  How do I tweak AMD ATI gaming presets like VSync and Triple Buffer to enhance the performance of the game?

Well, you can accelerate your laptop’s performance by changing AMD Ati.
