0x00003e3 error is a printer error and it arises because the network of a local printer is being shared. The error message for this error is like: Windows cannot connect to the printer. Operation failed with error 0x00003e3.

The steps to fix this error are as follows:

• Check the printer spooler service is enabled.

1. Press Windows + R key.
2. Enter “services.MSC” and click OK.
3. Open Print spooler to open its properties window.
4. Select Automatic on Startup and type drop-down menu.
5. If the service is not running, then click on the Start button.
6. Select the Apply option.
7. Click on OK and exit the window.

• Select the file and printer sharing firewall option.

1. Click on Windows option and search for Windows Defender Firewall.
2. Control Panel applet will open up.
3. Click on Allow an app or feature through Windows Defender Firewall.
4. Click on change settings.
5. Click on all checkboxes for File and Printer Sharing.
6. Press the OK button.

• Set up a new local port.

• Copy “mscms.dll” file into the driver installation folder.

1. Hold Windows Key + E then open this path: C:Windowssystem32.
2. Input mscms file, and search it.
3. Open the mscms.dll file and select the copy option.
4. Now the paste the file in the following location: C:windowssystem32spooldriversw32*863.
5. Close the file and restart the system.
