There are two different types of modding, the soft mods where you will put files on your Xbox so that you can manipulate games while the mode chips, you will put chips on your Xbox to manipulate games, and then you can cheat on games.

Another point of view is that modding can just be customizing characters or modifying Xbox 360, and the result is that you are just given access to play pirate.
