Safari is basically made for Mac OS and not for Windows that is why it is not stable running in your PC.
Currently there are no programs to speed up Safari because PC users won't bother using it likewise there are many good and better web browsers suitable for PC. Like Mozilla Firefox and Google Chrome. But if you really love Safari maybe lets try something to work it out. First download CCleaner, then clean up your hard disk and your registry for errors. Removing junk files from your PC can make your performance better & efficient that it reduces lag. Second upgrade your RAM memory, upgrading memory can make you PC faster because it can now handle more programs thus better for multi-tasking.

If you are using the Safari browser on a computer running on Microsoft Windows then it should be expected. Though you can install Safari on Microsoft Windows since Apple has provided a Windows version, it is still designed to run perfectly on Mac OS X or on Macintosh computers. I have also thought of installing and using Safari on my computer but after reading some bad comments about the browser when used on Microsoft Windows, I have decided not to.
