Hi,

The PhotoShop Elements 3.0 needs to load the Quicktime libraries to function. The Quicktime components crash automatically when the software is in the phase of 'Initializing Threads'. There is no specific reason why this problem occurs. But you can check thoroughly what happened during the crash by using the Process Monitor tool.  It has a strong monitoring and filtering   potential. It is the best application to use for troubleshooting and virus scanning.

The Quicktime components can be located in the C:Program FilesQTSystem folder. To solve the issue, you can rename the folder to 'QTSystem1' to avoid the glitch in the system. It will direct you to the software itself. You would be able to continue working although there is no assurance that there would be an effect on Photoshop's efficiency.

Feel free to ask if you have any queries!
