Hi,

I have Samsung Galaxy S4 which is not charging unless the battery is entirely flat, when I try plugging it to its charger, the battery icon does not change to indicate charging, the LED indicators does not go on, USB charging on my Dell Latitude laptop is working fine, what could be the problem? how do I get the AC charger  working before the battery is flat?

This looks like to me error in the hardware. As your phone is getting charged via USB, there is no reason why it won’t be charged using AC adapter. Have you tries switching off the mobile and check AC charging? if it does work during switch off mode, then the problem probably lies with application, which fails to recognize charging until the battery drains out. Reset your mobile to factory default as it will change all the settings to the default one when you first purchased the phone. Ensure that you have taken back up before re-setting. It even may be a problem with your battery and in that case you can get it checked from authorized service stations.

It's either the problem is on your AC adapter or the battery itself. Try to charge your Samsung Galaxy S4 using a different adapter or a different battery and see which of the two causes the issue. And since you say that USB charging on your laptop does work, you should focus on the battery of your device.

The original package of S4 comes with the following as shown in the image below:

As you can see, the USB cord which you connects with the head of your adapter can also be use as a USB connector for your computer. Since it is still working as a USB, the problem may also be on the head of the adapter. Try to replace it as well.
