Are you using the computer or a phone to access the internet, or what? In case it is a phone then you need to check that the battery is not loose, since a simple battery pull will lead to failure to connect to the internet. You also need to check the internet connection settings in the browser that you are using, because you may be using wrong proxy settings to connect to the internet and therefore making the browser fail to successfully connect to the internet.

You can restart the computer, or if it a phone you are using for the network and internet connection settings to be refreshed, in case they are the ones resulting to a failure in connection.

You usually get the “Error 403” message on iPhone, iPad, and iPod touch when you try to create a new iCloud account on your device. If you have an iPod nano, I’m not sure if it is possible to get the “Error 403” message since the iPod nano is not capable of connecting to a Wi-Fi network because it doesn’t support Wi-Fi connectivity.

If this message appears on your device, it means you can no longer create a new iCloud account because you’ve already used up the number of times you can create an iCloud account on your device. In iPhone, iPad, or iPod touch, you are only allowed to create an iCloud account up to three times on the same device.

Once you have used up all the number of times to create an account, you will receive “Error 403” on the fourth time. You cannot fix this problem because that’s how the device was designed. As a workaround, simply log in your device using any of your existing iCloud accounts. This will allow you to connect your device to iCloud.
