Downloaded free games for galaxy tab2, when installing said it needs internet connection, why? Does it cost anything to play? Same question for Windows.

I got my 4s yesterday and when i go to settings there isn't a siri part and in the restrictions tab it is blocked so i cant toggle it on and i don't know why . 

It is also not in the location services and. I've tried literally everything including resetting everything n my phone .
